Yes. Any active user in the account can own a route, including an owner or manager, because small pool companies often have one person handling both the office and the field.
Should access notes go on the route stop?
No. Route stops only connect a route to a pool and set the order. Property access instructions belong on the property, and service notes belong on the body of water, so nothing gets duplicated or lost.
